Usually for design agencies, referral is the best way. However I have worked as a marketing and sales specialist in a web dev agency and we were trying the following ways:
1. Hunting projects on Dribble

2. Clutch was great for leads -

3. We run a cold email campaign through Apollo and we had 8 warm leads in 2 months.
4. For all the designs that you think are top noch, publish them on
https://www.awwwards.com/ with hopes that you will get high marks. this might tackle traffic to your website + you will have one more content idea to share on social.
I see that you have tried cold emailing, it is working but you need the right approach and the right target.
P.S Try offering a free website audit in the cold email campaign. I believe you will have some results 🙂
