I have heard good things about phone burner, it's pricy however it gets the job done, You should google best auto dialers, there will be reviews and comparisons there.

for outreach calls, we are using voicent but I feel it’s expensive

Exotel. I have explored them and looked decent and cost effective but I find telephone marketing regulations complex ap never used them. Also I doubt ROI of autodialers for my industry.
