I think the core problem you need to solve is how can you build your audience.
Are these people on Twitter? If yes, how can you convince these people to follow you.
What is unique value proposition that you are offering?
Many crypto projects started with having airdrops and giveaways. But this can get rather expensive.
You can always build up an audience somewhere else (Youtube, LinkedIn, Twitch, OnlyFans, etc) and then try to expand on Twitter.
Another way in getting followers on Twitter is following relevant people in your area and then engage with their thoughts and posts.
The final way, that I personally never liked, is follow-back. Where you follow someone and they follow back.
All that said, I believe Twitter in about 4-6 weeks will be entirely different after 1.3 Billion accounts are purged.
