What tactics have you implemented successfully to gather data on willingness to pay for SaaS products? It seems to me interviews and surveys are not optimal ways to gather data as no one wants to pay more. Free is the best option.

Add an incentive to interviews or surveys such as a discount or company swag. We did this and saw a huge uptick in interest to provide feedback and increased referrals.

What do you mean by swag?

Swag it usually company tshirt or cup.

Yeah, correct, a t-shirt, mug, sticker, etc. with company logo or tagline. That does require more of a budget than offering a simple discount or even something simple like a $5 or $10 gift card.

I think it would be a way to generate the responses you're looking for and reward folks for spending the time to share their opinions.
